there shud be 8 crews maximum

3 established
5 non-established

if a non-established crew feels they deserve to be established then they challenge an established crew, if they win they take their forum and the established crew gets dropped back down to non-established

and with new crews who wanna get a forum, same thing, they battle a non-established crew for their forum and if they win they take it

fuck if it is like RB, cuz it is a good idea
