You cant compare the two. They both are/were good rappers in two different ways and since neither one of them is fuckin with Biggie you cant say greatest of all time.

ya know , you cant compare them at all... jay-z is amazing in his own right , as well as 2pac is my vote goes to both , because they did.. and in the case of jay are still doing alot for rap and hip hop
