^-Yeah, It slows reaction time, effects depth perception, short term memory, ect, but its all temporary. Although I've read some contradicting studies, all have said there is no "Loss of brain cells, or brain damage" even with heavy use, and in some studies its even said to boost production of brain cell growth.
