ON ALL THE FORUMS I VISIT HERE IT SAYS "IMG CODE IS OFF" and when i post the image link ie

it just posts a link

aight my question is how do i get the moving text to have a border.. lol i know im making no sence but if you look at the difference between r-rated and Born2flow and i wanna know how to do the one like r-rated

how do u put things in the middle?

<center> at the beginning of the thing you want centered and </center> at the end...

why does it say IMG CODE OFF in the forum rules at the bottom:

You might have trouble with photoshop because its pretty proffessional. Photoshop elements and Paint Shop pro are for the normal (non-genius) people
