If you have AOL they dont because there is no way to trace them;
being that AOL recycles their ips constantly. An ip check on an
AOL user could come up with hundreds of members. But for people
with other browsers like IE, me for example, the ip is always the
same on every account.

Because I think that strobe would ask someone to plead their case, or notify them that they'll be banned, just in case they were offline for the whole time the issue was discussed. 'Cuz it'd be bogus if you tried to sign on and for some reason you couldn't, and you had no idea that you were banned.
