Because after the Civil War the south was loaded with political, economic, and just overall turmoil.. so President Lincoln and Congress set up the Freedman's Bureau.

The Freedman's Bureau set up medicare, but most notably, schools. Over 1,000 schools were funded by the Freedman's Bureau.

However, the Freedman's Bureau didn't solve the problem of poverty, so it was eventually terminated in 1872.

In 1877 all of the gains that the Freedman's Bureau had done were no longer visible, as with the federal troops leaving the south..

..the blacks were removed from office and once again considered "second-class" citizens.

That problem would not be fixed until the 1960s.

Oh, I forgot to mention that during the Freedman's Bureau helping process, the 14th and 15th Amendments were passed.

The 14th Amendment pretty much says that there will be no racial discrimination between whites and blacks in state and federal law.
