'Pac was on a level NO ONE has or will ever reach. PERIOD. In every aspect of the game he was head and shoulders above the competition.

pac was great, no doubt about it. may have not been the most technical emcee, but he was good. biggie was more technical, but good in other ways. i'd rather bump pac most of the time, but big is dope as fuck. hard to compare the two when one had many CDs out and put out numerous types of tracks and another only had 2 CDs out with limited tracks. both died when they were on top of their game so it's hard to see what they would have done. both might have fallin off, which i'm sure would have happened.
