actually, the ppl who stayed behind were warned to evacuate and most of the people who stayed behind only stayed there to loot houses and stores after the hurricane hit. my brother in laws family evacuated a couple days before, and he told me anytime a hurricane hits new orlenas there r always pl who stay behind to loot the city. only a small percent who stayed,stayed for the right reasons

and yeah its an anarchy down there, no control at all, ppl r runnin around with guns killing each other for food, water,and property. its like a full scale version of boyz in tha hood cept these ppl r killing cops women and children not just each other
