There's no cap, it just happens to be that there's 32 people in this week and last week.

Rankings are simple, win you move up, lose you move down.. lol.. generally when you win, you move about half way closer to the title than where you were before, but when you lose its a bit unpredictable where you'll end up, just varies week to week on everyone else.
