If its him or if its not him, the track is type ill.
It does sound like him though, and it did have the bravehearts talkin all over it, might've been him.

it sounds to me like the song has been pitch shifted. and no u dont need to up the tempo at all to do that. u can do that with the click of a button. but this might be a hint to whether its nas at 16. the song has a sample from forrest gump in it.

Forrest gump came out in 1994

Nas was born September 14, 1973

so he was 21 when that was released. even if the sample was added later on, he was 16 in 1989.

1. no one rapped like that in 89
2. Nas made his first song ever in 1991
