Converting sound files...HOW?

I got an old ass computer that doesnt come with the ability to record sound into mp3 i got this PCM crap and some others how do i convert into a MP3 without downloading a program can i upload PCM anywhere?

No doubt..u gonna need somethin to convert it..which means u need to d/l somethin..or u can send it to someone and have them do it for u
