Great Image Enhancer
 

1. Get an image(any image is fine) i will be using this image

2. Duplicate the layer of the image u want to enhance

3. Take the botom layer(the original) and go to Filter>blur>gaussian blur. set the blur to 3.0.

4. Click on the first layer ontop of the blurred layer and set the image to overlay.

5. now that you have ur effect, hold ctrl+E and that should put the layers together.
