You can pm strobe about getting one started, or talk to somebody who you think would run it and get it going.

Strobe doesn't really decide what kind of leagues/tournaments end up happening. He just sets up the forums.

There is a guy that is in line to run a graphical league, but he is already running a tournament, so it'll have to wait till he is done to give other people a chance to run something. If someone is interested in running a graphical league, they can PM me to add them to the waiting list.
