how do you make pictures transpartent?

so i could see the picture, but still see threw it

Get photoshop :).....

1.create a new image with a transparent bg...
2.copy the image u wanna make transparent.
3.paste it onto the blank image with the transparentbg.
4.go to "Layer Properties", n' move the "Opacity" down to whatever.
