go to User Cp -> Edit Avatar (located on the left nav bar) then upload a file from your pc..think it needs to be 120 x 120 or under 20kb or sumthin...

You now need either 500 posts and been here for 30 days or be a registered voter to get a custom avatar or title.

Registered voter? I was successful in changing my avatar and title once, but since then i've not been able to. Why?

Hmm... Things changed
It use to be 100+ post to get a custom avy
And then... 500+ post to get a custom title
I guess Cprogress changed it up....
