You need to get further into the game. I have almost completed in and I have two on the go & only seen two other ones, both didnt like that I was total msucle, you have to suit there needs..there arent indicated on the map, one is on an ammunition roof in the hick towns and another is in another hick town with a blue arrow on her.

one you meet as a mission in los venturas

one is at driving school in San Fierro and requires you to be 50% fat
