Empire using concepts is not pre writing. When I used to text battle I had notepads full of concepts I would use in battles. The whole term ducking and pre writing should not even be an issue, welcome to net battling, people pre write, ask for votes and all sorts of fucked up things, get used to it and stop complaining.
