It isn't targeting Haitians....if you play the game a main focal point is the ever-growing gang war between the Cubans and the Haitians.....You just happen to be on the Cuban side....

It would have the same effect if the game took place in LA and you have to kill a bunch of Crips in order to get the Bloods to do a few things for you.....
