acid 4.0 studio is pretty easy to use, thats what i have, you can go to any store that sells software and buy it for 60 dlooars, its from sony so its sure to be good quality

get at least a 30 dollar micropphone for good recording quality

and to make beats............ you can download fruity loops for free at kazaa, or any other p2p downloading program, for free

get some good headphones, so when you record listen to the beat in you headphones so the mic. wont pick up the beat

thats a really low budget you got there
but im 14 so thats what i got
