He Expressed His Poetry Better And Had A Better Voice To Music.. Also, When One Speaks Of Flow And Rhythm, Which Is The Essence Of The Art, Tupac Perfected That Better Than Anyone.. Listen To How He Rhymes To The Beat, When He Drags His Voice Right Along With The Thumps And Melodies.. Biggie Was More Abrupt, And Raped Word For Word And Tried To Stop On Que, But He Just Didn't Become One With The Beat Like Pac.. Also Pac Had A Better Vocab And Better Metas.
