That comparison isn't right. A better one would be a student in a state with good education programs compared to a student in a state with bad education programs. It is not possible to say which one is a better student. But the student in the better state is automatically considered superior because they are in that area. But we both know thats not the way to test superiority. It would be to compare both of the students in their respective environments.

Or something like that. It's late but I think that made relative sense. Right or wrong?
