Not everyone has a trillion dollers dude.
Finding ways to spend large amounts like that secludes cirtain things to only the members with that much money. With this system its better if everyone is working with smaller amounts of money and that gets rid of the problem where only cirtain members can do cirtain things.
Simple logic. It should be re-set once a year.
