Answer 1a)Yes, that is how it used to be back in the day(e.i. early 1900's)

b) Do you think it would be dope to have a league like that now-a-days?

Answer 1b)no, b/c every team in the league would suck, and there would be players that wouldnt be able to play..b/c if the state that they are from they dont have a team..
