Obviously if you're starting a fight, you dont give a fuck about the consequences. The only consequence would be maybe getting hit back.

With this new rule, if you start a fight and they abide by the rules and dont fight back, you can beat the shit out of them and they wont hurt you.

But if they do fight back, its no problem because they get in the same shit as you do for starting the fight.
