Hmmm. That's a possibility, but 1) that would be really gay style voting and it'd be kinda obvious. Would peeps really stoop that low?
2) Non-participants aren't really gonna be motivated to vote are they? The only way to get people to vote in a league is to make them part of it and subtract votes from them if they don't vote
