I believe this was more so a class thing...Bush didnt wanna waste money and troops on people who arent going to be able to pay it back...I agree that Bush doesnt care about black people as much as white but poor and rich does matter...I think if the whole town was white it might of been a little different, and thats wack if this happened to Texas he would of gotten shit done waay quicker because thats where hes from and that really sucks ass.
