CNN reports NEWS. Both are news, but CNN probably prioritizes it's headlines around whats more unexpected, and whats out of the ordinary. Like say there are two events. 1) Murderer murders a family. 2) Murderer is released and apoligizes to the family of the person he killed. Both are big events, but the one with the action, and shock value is obviously selected as headline....
