Crew members can vote against another crew member, but not for a crew member. From what I can see, both DQ and Paranoid are in Living Legends, while common is not.. but then if he was, and Theory was too, it wouldn't matter unless it was in the rules.

That's the standard 'no crew votes' rule, which means crew members may not vote for each other, but can vote against one another. Common will need to post or PM to clarify whether he wants no crew votes completely. Usually to do that, people will post no votes from crew X and crew Y |
