Second of all.....The no child left behind act was created so that all schools will challenge their students instead of just letting them pass without being able to read. The prodominately white school that you said you went to probably had no problem with challenging their students. The inner city prodominately black schools have teachers that worry more about being stabbed than teaching.....this was designed to make them schools better.
