In college, you normally don't have to declare a major until your sophomore year. And, liberal arts colleges like the one I went to allow you to take a variety of classes before you even have to declare a major. So, I think this idea would work if they fashion it after liberal arts colleges--i.e., allow the students to experience a variety of courses. Also, I don't think age is an issue. People generally do what you give them the lee-way to do. So, if a student knows he'll be expected to declare a major, then, he'll enter highschool with that mindset.
