In Washington, D.C., it is against the law to throw away personal trash in a public trash can. If you were downtown and threw a letter away, that could get you a 70 dollar fine. City Officials apparently check the trash. They randomly search trash cans to determine what people are throwing away, supposedly in an attempt to cut down on excess garbage.
