theres a difference between ignorance and common sense
ignorance is having a big ass hurricane sitting out in the middle of the ocean and you turn a blind eye to it
ignorance is ignoring intelligence that blantently points out that your vulnerable to attacks by terriorist (not sure but i remember that the fbi or someone knew that 9-11 was a real threat)
ignorance is not having a system set up to protect against things like tsunamis
common sense says that none of the countries mentioned have the balls to press the button first to fire away.
