suge wouldn't kill pac since that would be extremely stupid. ballistics and point-of-entry would blow his spot in no time.
however, it's not hard for Suge to make it easier for someone ELSE to kill pac.

"hey pac, why don't you take your bullet proof vest off, it's cool"<--now his defenses are down.

gunman's in place, all you gotta do is drive pac past the gunman slow enough to get a few rounds in. Boom, he's hit. he's bleeding now.

His life is leaking out of him and his survival depends on the time it takes to get him to the hospital.

killed a man without pulling a trigger. All you gotta do now is blackmail (aka Extort) anyone involved so they'll never rat and say you put em up to it and you get away with murder.

He DID drive when pac got shot
He DID drive pac to the hospital
and there IS evidence of extortion on anyone who's been involved.
