I think he "dodged" the question because even if he answered the question to best of his abilitiy, somebody would still get offended. Like, how do you answer that question to make everybody happy?

You: "Why do you think there are so many minorities in the prison system?"
Him: Well, I think it's obvious to everybody that the judicial system is racist as hell, and that it's blatantly obvious the government and court systems are trying to hold down the colored racial groups.

-Result: You take in account that he is a Superior Court Judge, and so he would have basically just said he's been biased against minority groups. He loses his job, as the news of his answer reaches the public, everybody fucking hates him. That's probably not the best route for him.

You: "Why do you think there are so many minorities in the prison system?"
Him: Well, I think it's because minorities don't really care about this country and refuse to abide by our laws. They'd rather go to jail than to keep peace in this country, which is blatantly displayed in the acts of crime they partake in to end up in jail in the first place.

-Result: He gets made out to be a racist and loses large amounts of popularity.

Those are just two answers he could have said that I thought up in like, 5 minutes. If you have one that would have not comeback on him for being a prick, then post it up. I don't really see that many cards he could have played in that situation.
