You don't call 911 cuz someone took your phone out of a taxi cab, they will get pissed and fine you.
He did this to humiliate them, and it worked. He tried to get them to do what was right, but they didn't. So he took it into his own hands.
Also, why not the internet? Billions of people are on the internet so why waste that oppertunity?
