Is there any way to safely slow down my metabolism a lil bit

Cos im lookin to build myself up cos at the moment im about 145 and i wanna build up more muscle but i heard the best way is to turn fat into muscle (correct me if im wrong). what sort of things should i do or eat to slow the rate my body uses up energy or whatever so i actually get a chance to do anything with the excess if ya feel me/
so yeh can anyone help me on this one?
