According to that, the first definition is that it pertains to black traditions and culture or Afro-Americans. That is when it's used as an adjective. The hairstyle is a noun. I'm pretty sure you'd consider Afro a modifier of American instead of Afro-American being a complete noun by itself. Nevertheless, the definition offered of Afro-American shows it is synonymous with African-American.
