That's a whole different story.
Games get rated. Professionals give them scores in reviews, and in general the results are uniform. Non-professionals also give reviews and scores.
By looking at a whole lot of these reviews, and working out what people generally think of a game, that's how we know a game is "better" than another game.
In this case, the general consensus is that COD4 is a better game than Halo 3. Some people might not think so, but that's what most people, including professionals, think.
Everybody has an opinion, but sometimes one person's opinion is more valuable than another's. If you are sick, you could get the opinion of a lawyer as to what illness you have and how to treat it, but the opinion of a doctor would be far more valuable.
