if you just want charts you should do it on plays....kinda like billboard with copies sold but plays.....

if you want to do a voting system offer monthy awards or something maybe....and if you do this MAKE IT MANDITORY to be able to post a song you have to vote on 3 other songs..... that way people get votes n what not.....

you can combine plays and votes too, like each play is 1 point, good vote is 3, and aight vote is 2...and bad vote is -1... that way the popularity of the song factors in.

also i dunno how much work you plannin to do but you should have a soundclick station/playlist of the top 10 or top 25 or whatever is reasonable so ppl can just peep em all n shit like that......
