The reason for this is that so many artist are wanting to get signed so they sign over the rights to there music before it even comes out. Look at Michael Jackson, fucking wierdo, but he owns the rights to all of his music, so anytime it is used he gets a piece. Rappers have given that power to the label so they only get cuts of the actual sales, but they dont get payed when it is used for a Gap commercial, or TV show intro.
