Who cares if they join then dont post? You know why it happens most of the time? - they use email adresses they cant access because on some Vbulletin boards, you can register without having the link emailed to you, at RB, you need access to the email adress to click the link - hence - those who try to register with email accounts they cant acess become 'registered' but are unable to post.
