Alright first things first, that piano is awful. It sounds really low-quality, really crunchy, just really amateur and boring. You need to do something to that, seeing as that piano is the backbone to your beat, and pretty much the entire melody.
On that note, I feel like the melody needs a facelift. You need to add something else into it, right now its too simple as a whole. If you're going for a westcoast feel, throw a cello or something in and have it play some of the notes.

I like the drums a lot, and the whirly/wind sound (just dont over use it).

But really for this beat to go anywhere, you're going to need to fix that piano, its slaughtering the beat.
