Make a folder in the root directory of your PSP. The folder should be called MP_ROOT.
Inside that folder make another folder called 100MNV01. And then inside that folder you put the .mp4 files. The filename of the video file MUST be M4VXXXXX.mp4, where X is any number. If you do all that, the videos will appear in the videos menu on your PSP.
