Well there's a lot of free options... If you are serious about it though and really want to start a site, you're going to have to spend some money.

lol its cheap as fuck

You gotta register a domain, I did it with Godaddy, but dont use them as a host they suck major balls. Thats like 10 a year or something, than theres hosting, I used webhostasp.com, they're not bad, its a little confusing finding your way but its cheap, i think its like 10 a month, thats nothin. As far as web content, you can hire some joe shmoe at 30$ an hour or you can learn how to code html, php and all the other fun stuff. Its not as hard as most people think, just practice what you learn, i wrote all my pages in wordpad. Its easy, like for practice, you can write wordpad doc's and save them as .html . Than get on Internet Explorer, and hit File > Open, and than the document, and whatever you coded will come up as a webpage, just not at a www until you host it, it comes straight from your local files. So thtas always good practice. And as you add content like php, or other things the file extention may have to change, but yeah its easy its just steps, my site sucked at first, than it was dope, than i broke my computer and have no site, but its progression, and useful knowledge to have

Everything you could possibly need theres a tutorial other there for, they say you wont master it in weeks but if youre smart, and easy to learn things than you catch on within hours, its just remember all the tricks and codes, it catches on tho

As far as graphics, get yourself a cracked version of photoshop cs3 (realestniggas.com/board , register, go down to Computer Downloads, theres a few versions around in there) Get yourself some brushes and fonts, (deviantart.com <--Browse<Resources<Photoshop brushes, look for ones royalty free, and dafont.com for fonts

Also realestniggas should have a couple programs for coding php and html, for some people its easier, i prefer just using wordpad.

But for starts, google Html Tutorial, and read a couple, get a feel for them, than read some Php tutorials, and read a couple, its not hard php just looks it, or if your lazy you can look for strands of already coded material that you just add into your site, you dont have to write anything just copy and paste, but say you get like a menu or something, the coding part is hadny when you can read an entire page of it, so you can easily find the parts of how to change stuff, like color, font, or whatever.

Need anything else let me know

It really depends on what he wants to do. If he wants to start a forum, he's not going to need to know how to code a website, since he can just use VB or something.
