Based on the definition of goal: an aspiration of an end to which effort was put, I wonder if it's possible for God to have them.

I think that if you know God as omnipotent, then no effort is necessary. Therefore, God wouldn't have to have goals.

Goals are things achieved through time....

And its logical that god would exist outside the bounds of time.
