3/10 second you can tip the ball in
7/10 second you can shoot the ball (actual rules) during the course of a close game, im am absolutely posotive that a half second is NOT that noticable, im not speaking of opinion but rather personal experiance

A few years ago there was a kid at my high school who was known for making half-court buzzer-beater game-winners...he was overrated though, 'cuz my brother taught him everything, then had to settle down 'cuz he got hurt. Last I heard of that kid, he got kicked out of community college for getting in a drunken brawl with the golf team.
