I mean, don't get me wrong, I love having people set up to be put on welfare (where I'll eventually pay through taxes) because they won't go to college because they can't speak english, but what the fuck?

Remember you saying this, because 10 years from now, you'll be blaming "uneducated illegal immigrants who can't get up on their own two feet to do for themselves" for the crimes in your city. Then you'll say that it's their fault for not getting an education, when you just saw for your self how the educational system failed them completely by letting them slide through without learning much of anything.
BTW, these same people will eventually state that they're dicked out of an education because no one set the standards for them to get the education they'd need to get the careers they may want or just to show them that doors can open to a lot more than crime. You'll say they're crying that they're victims and they're gonna say "man, you got no idea what you're talking about". Kids in High school are gonna take the path of least resistance to get the hell outta HS - ESPECIALLY if they don't speak proficient english, and your state knows that. When they turn older, they'll also realize it, but it'll be 10 years too late.
