I cut up my samples in Adobe or similar programs, then import them to FL Studio and go from there.

i change sample tempo/speed with Acid Pro 4.0, and do all of my cutting in Soundforge 6.0 (I know ther eis a 7, but im used to 6, so i use what i know)
