Do sealed-bid auctions for the spaces. Any bidder will be provided a bank account for him and his crew to deposit money into...and either dont give out the "bidding account" account details or somehow disable the outward transfer...to eliminate embezzlement.

Each crew signs up in a thread to participate in the sealed-bid auction. You set a deadline and whoever's "bidding account" has the most money is given the password to the forum that they bid for and their bidding account is emptied.

They lease the crew forum space for a month and then the space goes back up for bid again...they can all get together and keep their forum by adding to the bidding account, or they can let it lapse and be evicted.

You might want to do a lease instead of that, where if they dont pay it the forum goes up for auction but thats up to you.

Also, you stagger the auctions one every three days at the beginning, that way instead of having all ten come up for auction on the same day there's always a new one up for auction. You can start the bidding at whatever you want, maybe 25 mill for a new crew and 125 mill for an established crew...
