The way I see it, it's a full-scale simulation of a biological "TERRORIST ATTACK!!" quote unquote. Think about it, power's out, water's contaminated, miscellaneous dead bodies, diseases are airborne, etc. It's essentially a small-scale biological attack with some destroyed homes as victim of what would be a bomb or series of bombs going off.
